The anime was Mai Otome (aka Mai HiME season 2)...Mika Kikuchi (Umeko/DekaPink) plays the lead role, Arika Yumemiya. Thus, the Dekaranger parody. It was one of the first anime roles that Kikuchi did after Dekaranger ended.
