It's a person wearing a helmet. The heads tend to be somewhat large anyway. I guess Stronger's is a bit larger, but eh.

And again, I argue that Stronger's costume ISN'T that bad...in context to his own show. They make it work pretty damn well.

It's kind of like how the original Kamen Rider outfit actually looked *BETTER* back in the day than it did in the Decade movie, where it just looked cheap and too clean.

Stronger's costume looked a lot better in the original show than it does in the newer All Rider movies.
You could say the same for V3 and Amazon.
