The Skull Man anime questions

I just finished Sentai Filmwork's translation of The Skull Man, and I have a question about the translation.

The organization Black Phantom is pretty much Black Ghost from Cyborg 009, but is it exactly Black Ghost and Sentai Filmworks translated the word for Ghost into Phantom, or is the phantom portion of Black Phantom a different word in Japanese from Black Ghost?

I can understand not flat out naming it Black Ghost to try and cover up the ending...

But I wouldn't discount it simply being translated differently.

Also, why isn't the live action prequel episode with the collection? I'm not mistaken in believing there is one, am I? After all, even the wiki citation about it comes back to HJU.

Thank you, /m/. If anyone can prove otherwise, here's what someone posted on 4chan:

Cyborg 009: 黒い幽霊団 (kuroi yuureidan, black ghost army) or just ブラック・ゴースト (black ghost)

Skullman: 黒き幻影 (kuroki genei, black phantom)

So they are slightly different organizations, if anyone wanted to know.
