In movies, some of the creepiest monsters ever include the title creatures from The H-Man, Matango, and the post-apocalyptic mutants from The Prophecies of Nostradamus (which has been banned in Japan).

The creepiest giant monster by far, IMHO, is Gaira (the Green Gargantua) from War of the Gargantuas! On at least three occasions, I had nightmares about this guy!

In TV shows, the early Ultra Series (especially Ultra Q) had plenty of creepy monsters, as did the early episodes of Masked Rider. You should also check out the Godzilla-like giant monster miniseries Agon the Atomic Dragon! Pretty atmospheric.
