You misunderstood the statement. Blue Lantern rings need a Green Lantern ring in the vicinity to do their mojo. Hal Jordan, for all his cardboard whitebreadness, has some of the strongest willpower of the Corps.

There is currently no Parallax bearer, as the entity is split amongst the human Lanterns' batteries. Red and Blue have never had one.
