As much as I know that a lot of people hated the fact that Doukoku nailed his ass down to the ship, he did convince me that he was really a very powerful foe and that he had a valid reason to not leave the ship.
Having watched many samurai flicks, I think him acting the way he did was close to what "evil samurai bandit bosses" often portrays, that sake-drinking half-indian seat worked. And even in the Yakuza, you don't really see the big-boss getting his hands dirty, unless it's to torture a guy. The Yakuza boss often just sits in his limo while his men assault a place.
But in the case of Mons Drake... I really don't find anything that convinces me that he'd need to not attack Earth by himself, other than being the boss, he really seems too slow, and him standing there in that ship really confuses me... It would have been better if he was sitting in the throne, at least I'll be sure that he won't be leaving the ship anytime, but always standing seems to be in the middle of staying in the ship or going to Earth.
The only thing I could take as a good reason for him not to go himself, is the fact that they treat the Goseigers like "unknown variables" who are very unpredictable, so he's sorta scared of getting his ass handed to him. Though ufos does have the image that they would rather observe from afar, so that is probably what they were going for as to why Mons Drake is still in that ship.
I could really see a finale episode where a whole armada of ufos will invade Earth, that would be better than only having their ship attack with only Bibis.
