They weren't so much shafted as much as the actors weren't available. They're already filming an episode per week of a TV show, plus whatever films, net movies, promos, and other assorted extras they have to fit in around that. It doesn't leave much time to film a crossover movie in too. I think it was mentioned in another thread that the Kamen Rider OOO cast had complained about the amount they had to do for 'Let's Go Kamen Riders' on top of their existing workload. So who wants to bet that Wizard and the Kyoryugers are going to get shafted in the same vein that Fourze and the Go-Busters were in the last crossover movie?
Will we get much of the Kyoryugers? Probably not (or at least not out of suit). They'll still be in the first quarter of their own show so they will want the actors to concentrate on that. I wouldn't count on Wizard being in it too much either. Asuming the shows have a similar lead time between filming and airing to the film, the Wizard cast will be filming the third quarter episodes where the ultimate forms debut (and so it will be an important one for toy sales), so they won't have much free time for another project.
On the other hand, I haven't heard that the actor playing Gavan-G is doing anything else, the Go-Busters cast will have finished but probably haven't had time to find new work yet, the guys who play Fourze and Meteor will similarly have just finished their Toei Next film but probably not found more work (assuming that the Toei Next film roles weren't themselves a carrot to get them to stay on and be in this), and (judging by the lack of leaked info thus far) Gokai Silver's actor likely won't have started filming Garo S3 yet. So I suspect they'll get more to do just because they are able to be on set for longer.
