Probably because Gai (and the others) belong to another section of the movie.

It's a pretty questionable choice for "space heroes", though..Dekaranger? Fiveman would fit better alongside Flashman, maybe even Gingaman.

Yeah, but these Dekarangers in particular are an Earth branch, they only left the planet for training, at best, and have little to no connection to space.
Maybe it's not that questionable, as you said, but the Fivemen are way more similar to Flashman than the Dekarangers, that's for sure.

The Dekarangers have busted all kinds of alien fools, they know a thing or two about a thing or two. You don't assign them to a case, you just turn them loose! They don't break cases, they smash them!
