Best? Those are opinions my friend. If you like a Hesiei Rider era more does that mean Ishinomori doesn't get credit cause he's dead? Ishinomori got the ball rolling and Toei took it from there. It's not like after one year they forgot they already made a show about a team of colorful spandex wearing people and then remember in 1994.
