When it comes to using English words in Japanese you have to go more case-by-case and personal taste*, BUT there are some conventions to follow.

I assume you're talkinga bout Sunvulcan, or Vulcan, in which case the best way to pronounce that would be "Barukan", because the "ah" sounds the closest to how an American accent would say "Vul". You wouldn't use "Burukan" because that sounds like "Voolcan".

Sometimes a improvised "V" sound is used (an accented "u") but not a lot.
