Nope. The first clip was from MagiRanger, while the second one was from Power Rangers Time Force. Time Force was not only filmed a few years before MagiRanger, it was filmed on the other side of the Pacific Ocean by a different production company.

Besides, if you actually look at the clips, you'll see that while the 2 dresses are similar, they're not actually the same. They're both red, yes. They both have short skirts, yes. However, the one in MagiRanger that Hikaru wears has fabric covering the shoulders almost like mini-sleeves. The one Wes is wearing in the Time Force clip has the shoulders exposed. Wes also, for some reason, has a bigger bust. :P

Of course the other problem is Jason Faunt's probably a bit bigger then Hikaru's actor.

I would be very surprised if the Sentai writers aren't at least partially influenced by the PR adaptations they've seen.
