It's also been suggested that it might be the other way around, he comes back to earth to deal with... Whatever, they go deal with some threat in space, and he goes back to cosmic, and hopefully the Thanos event is a success and everything is hunky dory again...

It is because of these two that I see this as a follow-up on 50 State Initiative. Where as Iron Man would try to make soldiers, Steve makes superheroes. Frankly I am surprised Hawkeye isn't on this team, it makes more sense but I guess Bendis gets first pick which odd since he killed him in the first place.

I'm assuming the SRA might either be repealed or at the least, amended, given the mess Osborn made during Dark Reign.
