For reference, does anybody know any GOOD (and free) torrent tracker sites for music in general?

Since it seems you're new to torrents, I suggest you try Completorrent.com
It searches multiple torrent trackers at once, so whatever you search for, it'll post results from different torrents at the same time. Now, that does not mean that you'll be able to DL from each of the posted results, as some of them will be from trackers that are private and require registration (but no fee) to join. The important thing is that you look for torrents that have lots of "seeders" and/or ones that have "healthy" status. If there are no seeds, a torrent won't work.
Now if you specifically wanted Japanese music, that's a different story. For that, I suggest these:
- http://mullemeck.serveftp.org/jps_beta/index.php
- http://tracker.minglong.org:8080/

Thanks JFC. Yeah even though I've DLed from torrents before I'm not familiar with the whole "seeded" business. Thanks explaining that a bit.
