Based on the new information from the TV series. Dr. Maki is the creator of the Birth Driver which will give either a Human or a Greeed, the power of KR Birth.

Dr. Maki works under the Kougami foundation.

These are parts used as the premise of making that translation. If others have a better way of describing that report, please do so.

There are no Foundation X references yet. There's more to be revealed about the Kougami Foundation. I was referring to the "foundation" being talked about in the report.

Yeah, Kougami Foundation probably receives some funding from Foundation X, who believed that Core Medals could have been a more suitable financial outlet than Gaia Memories, and after the defeat of Jun Kazu, the Utopia Dopant, the lady from Ultraman Gaia officially cut all ties of Gaia Memories from Foundation and focused on other things of interest to Foundation X.
