Well, with Agito, it was still extremely loose. I don't think the execs really enforced anything. But after Decade, there have been a lot of remarks about how they want to join together the series from now on, so I think she'll be forced to.

Perhaps have them around the 30 mark. Though I'd hope for them to play a bigger role in OOO than W, I mean Jun was practically just there until the Utopia arc.

Where is Foundation X?

Give OOO some room to establish itself first. Maybe when the Kamen Rider X Kamen Rider X Kamen Rider OOO movie is nearer.

Sort of like the Decade and Double movie was close to episodes 13 to 18.

Considering Kobayashi decided not to make any plot connection of Agito with Ryuki

The script writers aren't the only people holding creative control over the series. Do you have any proof at all of that assumption? Do you have any proof that Kobayashi made an effort to directly break continuity with Agito and that the 3rd Heisei Rider series was ever meant to connect with it?

When Decade was running, we got a comment from a producer about how the lack of connection of the previous series was a mistake. More than one year later, we got Foundation X in Double, both staying around after the ending and making OOO references. So, this tie in seems something connected to the higher ups too, not just individual writers.

Besides, Double hasn't completely ended yet. If Foundation X was something created solely by Sanjo somehow and it had nothing to do with the expressed intent of the producer of connecting the series, then we'll likely see the Foundation X plot resolved in the next Movie Wars.
