I was under the impression that there was one Medal Ankh never shared, because it's what keeps him together. I presume he gave it to Hina, because he figured he was getting absorbed.

Called what? That doesn't really solve the problem. Ankh had 3 red medals including the one that he never shared (He had 4 when Eiji could use Tajador, but then lost one). Yet, he lost three medals to Lost Ankh and still had one left to give to Hina. Someone made a mistake somewhere.

Kougami either gave him one, or Ankh had one hidden that he never showed, since it held him together.

Ankh's Personal Core was also in the Count the Medals.

During the time of TaJaDor there were 2 Hawk Medals. So yeah someone messed up.
