You know what? It isn't really that bad nor that noticeable. I never knew about the change in writers until after I saw ep 35 or 36 and to tell you the truth, I never noticed any real sudden changes in the writing style. The new writers do a good job of blending the old storylines in with the new ones. As long as you're not obsessively watching the eps to look for changes in the writing style you should be fine.

Well, I haven't exactly watched ep 21 onwards but i heard that the writer change more or less disrupted the flow of hibiki. I'm not exactly in a position to know whether it's gonna be good or bad, just depending on hearsay here. But I can hope that it'll still be totally awesome despite the writer change.

Well, like I said, unless it's something that you're deliberatey looking for, you probably won't notice it (or at least, I didn't). Just watch the eps for the enjoyment of it (as always) and you should be ok.
I would say that you should not depend on hearsay. The opinions of others are not your own. Their likes/dislikes are not your own. Watch them yourself with "a clean slate" and form your own opinion about it, without falling under the influence of others.

One of the women working with Hibiki reminds me of the Alienizer Succubus from DekaRanger. Is that the same actress?
One thing I'm not so sure about is the monster's death by drumming. It just seems to take way too long, and is in concept a bit over the top. I love the fire spit he does when he fights the human sized monsters, though.
And the soundtrack kicks all kinds of ass.

Yeah, you don't really notice the change. The only thing that would tip you off is that there's a new character introduced, but even he feels natural to the story.

Personally, while I love every last bit of Hibiki, I think things do get a bit more interesting after the writer change. However, most of it is simply a result of having gotten to know and love the characters over the course of the first half of the series. Without that familiarity and care, I think things may have hit a little flat like they do in a show like Kabuto (where I can barely bring myself to give a damn).
I think the most significant change to the show post 30 is just in the opening/introductions to each episode, and the lack of closing credits. Like JFC said, the show itself doesn't change too much, and the writers do a very good job at keeping each of the characters close to home. I guess things just kinda "pick up" more, but thats about it.
And Hibiki has a really good ending too.
