You don't really build a "game", the game's already there. You can make (or download, which is much easier) fighters to play in the game's engine, and pit them against each other.

Yeh, just type in "mugen tutorial" in youtube and tons of vids will pop of showing you step by step how to set it up and add characters and stages.

Speaking of Mugen, I played this for 3 months (ALL HOURS to MILLISECONDS) COMBINED in which It was an ALL CHARACTERS GAME! ALL ARCADE CHARACTERS FROm ALL ARCADE GAMES ARE HERE TO RULE THE GAME!

You might want to register at the forum, too. Quite a few of the regulars make their own characters and usually post up their work there first.

I think I'm going to give MUGEN another whirl.
The characters this site offers, are they well balanced, with complete movesets? Because sometimes you can come across characters who are unfairly cheap and strong, and are missing frames.
That's why I gave up on MUGEN previously.
