This was indeed the second show I finished as well.
On Yuri and Megumi: Yuri was badass early on but as she kept falling in love, they neutered her. Her badass decay wasn't as serious as Nago's, but it is a shame that they showed her so competent with her fangire hunting knife-chain whip to either battle one to a draw or cause them to flee but after Otoya and IXA entered the stage you never see her at that level again. Megumi that was understandable but as Yuri became more feminine and opened her closed off heart they made he so flipping weak, it is almost disgusting. That being said, I loved Yuri and thought Megumi was a hottie that deserved a bigger role in the plot other then damsel in distress or character C's love interest.
On the Blue Sky Organization or whatever: This has to be the worst and most ineffectual secret organization in Kamen Rider Lore. Seriously, it apparently has infinite money to create multiple IXA suits and weapons and yet you only see a handful of people who claim to work or be a part of it. Heck, the first time travel episode had just the chief and Megumi get arrested and the organization was so bad off, Nago had to recruit flipping Wateru and Kengo to provide back up. WTF? And given the fact that no one killed a Fangire without IXA, how did they operate without it? Just chase them away? That being said seriously they fucked it up, I mean ZECT made more sense in its operations.
On Emperor Form:
And turned out that it wasn't that "strong" enough. Sometimes for me, it doesn't seem like an Ultimate Form at all...
I agree, they were constantly wavering between Emperor being stupid strong and it being just barely enough to handle some gruntish looking Fangires. Also, no explanation for it at all or how Wateru felt or understood how to use it. In fact, that was pretty much the main problem with Wateru and Kiva to begin with, he just did stuff as Kiva and it barely had any effect on him. I sort of guess that Emperor Form is meant to be the "True form" of Kiva and that his base form at the start was really something along the lines of Kuuga's Growing form and other Riders' initial super weak forms, but they never bothered to explain jack about it, even at the end. However, in the end I do really like Emperor form, although I wish they would have done more with it, especially Bashaa Fever.
On the Zanvbat Sword: Kind of lame. It is way too big and has to be one of the least flashy ultimate finishers I've seen in this decade. Did like the budget shrink or something because seriously if that was the best they could do for an ultimate weapon, someone needs a new line of work.
On Time Travel: I hated Nago's first time travel trip and it's immediate ending when he saved that guy and everyone was out of trouble in a bizarre paradox. But at the same time, I liked the subplot with him and Maya and later ending with him knowing about Wateru.
I loved most of Wateru's time travel story. Although, at first I wished they didn't open that door but it ended on a higher note then most of the series' arcs ended. And was a great last step for Wateru's development.
On Fangires: Another example of a cool idea that goes untapped in the series. The Checkmate Four, could have been SO much better. I wished more time would have been spent developing them as a group, along with how they got their positions. Mio seemed like she was apparently born a Fangire and either didn't know it or didn't know she was Queen until Bishop showed up. Does this meant that after Rook got killed there would be another one? Or another Queen? Could Wateru really have been king of all Fangires just from kicking Taiga's ass and saying he is King? Also I'd love for the last fight not to have been something of a retread of what we saw in the last fight back in 1986 with a slightly different suit. Still, a lot of the individual Fangires were okay, at least until their suits became mindless grunts.
On Taiga: Didn't care much for him really. He had his moments and I felt for him a lot of times, including trying to be friends with Wateru again but man I sort of wished it had gone down similar to Kamen Rider Black. Because him not killing anyone makes me see him as a emotional bitch that can't follow through. Not knowing what his Fangire form looks like or went down between him and Shima in his childhood also was a big waste. Overall, the character had some potential but they just took forever with his angst or Wateru's angst and it left me wanting something more serious then the happy ending they gave both.
To wrap it up, while there was a lot to complain about, I loved a lot of the show. The 1986 story lines were my main reason for watching the show because I did start off hating Wateru before his development started to take off. The action had its moments as well and the humor while at times flat was good. It is hard to describe where I would rank it because it is the KR series of the Heisei era I started watching and the second one I finished so there are feelings there but overall I wouldn't rank it near the bottom.
Except for all the male bath scenes those were bad.
