The way I look at it:
He's pretty much the J Jonah Jameson of the Kamen Rider world. There's never a real reason WHY he hates the hero...he just does.

How weird was he?
I mean that'd be like if you woke up one day and saw someone taking a morning stroll, and just decided to yourself for no reason,"**** that guy." and decided to dedicate your entire life to making his miserable. You don't know who he is or what he's done. In fact if you didn't see him that morning you'd likely never interact with him in the future, but for some reason you just decide you're going to ruin him, because "**** that guy."
That's Narutaki.

I kinda liked the potential he had... and they just went and wasted it. =\
I was waiting for him to have something like Natsumi's recurring dream or something, but, I guess the changing of writers made him just another inconclusive part to Decade's story.

I remember read somewhere that the actor on some interview said that Narutaki's background is he's from some world which Tsukasa/Decade destroyed, as DaiShocker's Great Leader, so that's why he hates Decade so much while he's afraid of DaiShocker too. Maybe the reason why he joined Super Shocker is the "If you can't beat 'em, join 'em?" reason?
Though he clearly joined the wrong side. Will be cool if he joins Decade team as an Oni (hey, his name ended up with "ki" and once he had a Henshin Onsa). It will be hilarious if he can henshin into an Oni form, and rather using sound instrument as weapon, he uses his sound to beat enemy.
"ONORE DIKEIDOOOOOO", and then the monster goes boom XD
