So it comes down to G3(-X) vs. IXA'86 for weakest link and here I always thought it was G3 vs. Scissors.
Weakest link is Ryuki from...well...Ryuki. My favorite part of Decade was how accurate it was there: EVERY time he became Ryuki, he lost.
Ryuki is strong, shinji wasn't trying hard enough. But if ryuki blank form is counted, then it is the weakest
Ryuki's problem wasn't being weak in any obvious, story-related way. Shinji was just a guy who was really, really bad at being a superhero.
Ryuki as a show tended to be written as a bit of an idiot plot, really heavy on coincidences and people doing convenient dumb things, but Shinji went way beyond that. He did dumb things constantly, all the time, even when they did not advance the plot at all.

Can you (or anyone, actually) think of any big victory for Shinji that wasn't specifically story-related? (Someone's going to say he beat Odin, but...again...story-related.)

Isn't that a bit of an oxy-moron? It's a narrative. Every time he wins it's supposed to be kinda important. And if he beat a random monster, you wouldn't call that a big victory now would you?
