Have you noticed a pattern with OOO's full colored Combo form debuts?

It seems that in most of Kamen Rider OOO's single colored Combo debuts, the Yummy he fights is one of Mezool's aquatic-themed Yummys. Let me show you:

Episode 6: GataKiriBa fights the Piranha Yummy
Episode 9: LaToraTar fights the Same/Shark Yummy
Episode 12: SaGoZo fights the Ageha/Swallowtail Butterfly Yummy (Uva's Yummy)
Episode 20: TaJaDor fights the Lion-Kurage/Jellyfish Yummy (Half Kazari, half Mezool)
Episode 24: ShaUTa fights the Itomakiei/Devilray Yummy (Originally the Ei-Sai/Sting Ray-Rhinoceros Yummy (Half Mezool, half Gamel))

You see? Other then SaGoZo, all of the single colored Combo's first fights were against an aquatic-themed Yummy. Why does Toei keep doing this?
 
If you look closely at the different helmets they have black lines on their cheeks that makes them numbered. Taka has one line, Kugawata has two lines, Lion has three lines.

Either it's coincidence, Toei hates aquatic-themed creatures, or Mezool is going to be the big bad in the end.
