If it is near a very dangerous and gassy like area then i dont really see them rebuilding and putting people there. Even if it is the less fortunate. It could blow or something.

I'd say that in this case, they might not want to displace or deal with the wild monkey population that has apparently settled there.

Dude that is like food for them! Catch it eat it! Wild monkey problem solved where else are they going to get food from in the middle of nowhere?
