I've always felt Decade has overcomplicated its story. Instead of all these alternate worlds, recasts, shoving in of yet more Rider-vs-Rider, and now this stupid idea of Riders becoming Decade's toys, why not a clear-cut story of Decade fighting a combination of all the past NewGen villains, with the old Riders making appearances from time to time? But of course, that doesn't allow much room for Toei to promote the Ganbaride game. So I thought up of what I think is a decent compromise.
Keep the Rider War thing (whatever it is) and the merging of worlds, but make it so that in each of the nine Worlds, the Riders have disappeared. With no Riders, the respective villains of each World run amuck unchecked. Thus Tsukasa must travel to each World and assume the role of the missing Riders via his Cards. So for example, in Kuuga's World he takes the form of Kuuga in place of the missing Godai Yuusuke, and defeats the new Grongi King. In Kiva's World, he takes the form of Kiva in place of the missing Kurenai Wataru, and prevents Beetle Fangire's rebellion. And so on and so forth with the other Worlds. The Final Form Rides could summon actual props. Tsukasa calls upon Gouram to combine with Decader-turned-TryChaser 2000. He calls upon Bron Booster to combine with Decader-turned-MachineKiba, and so on.
This way, we can avoid the issue of recasts, "these worlds are not the same as those in the shows" theories, and Riders becoming weapons. Take a breather from Rider-vs.Rider as well. Everything is easier to understand. We can all go home happy!
