2016-2017 Kamen Rider: Ex-Aid trademarked

The chibi Level 1 looks like it's a real suit.

What the hell is in it? A robot? A dwarf? A child suit actor? (Do Japan even have child suit actor/actress or child stunt actor/actress?)

lol most years they can't find more than a single female suit actor for Sentai and they couldn't find noticably shorter suit actors to play the child ToQgers. So I doubt it's anything like that.

To me it just looks like a guy in an elaborate fat suit. Lots of padding in general, that giant head comes all the way down to his solar plexus and then the breastplate is actually on the suit actor's stomach. The crotch can just be made to hang really low (which is pretty common in costumes - see any Pikachu ever). As for making him seem like he's actually short (assuming he's even meant to be and they're not going all Robotack on us) well you can green-screen him in, use forced perspective, or just keep the camera at normal height and have the suit actor stand on his knees so that you can only see the character's head on screen at everyone else's waist height.
 
One could only hope they do something more than have a slightly shorter guy in a suit - I want some CG to shrink it down a bit since it seems like the point of this chibi form is to be, well, small. The link I give below actually clarifies that the Lv 1 chibi form is assumed when they first insert the Gashatto into the Gamer Driver, and pulling the lever is what brings them to Lv 2.

It talks about a publicly filmed scene, and has a list of characters. I tried my best to translate it here. If it's all legit then Genm is the spelling for the Rider named Genmu.

From the sounds of it, based on his physical appearance, it's assumed that the main character Emu (spelled with kanji, incidentally) will be played by Hiroki Ijima (飯島寛騎), a previous winner of the Junon Boy Contest a lot of recent Rider protagonists were winners of.

Can anyone throw in this for a little reference, like what's he doing in the past or else....his name is yuuya takahashi

The producer is Ohmori ... sigh. Still, at least the 2017 Sentai will be watchable without him.

Yuuya Takahashi is mostly known for police or investigative-themed dramas, some of which feature a protagonist working with an animal or some kind of non-human companion (might come up again in Ex-Aid since we know there's a bike turning into a Rider.) He wrote 35-Sai no Koukousei which was popular a few years ago. Seems like this could have some worrying shades of Drive ...
