Also, a mistake. It is called "Excess" Summoning not Exceed. Also, unlike Synchro/Fusion Monsters, Excess monsters are kept in the Main Deck instead of the Extra Deck.

An Excess Summon is created with two monsters of the same level so, barring specific card effects, yeah, you could technically do it.
