My problem with that is: Did Fourze really help Gamou's plans along?

The only Zodiart that evolved on his own during the series were Cancer and Aries, and while the former focused on Meteor, the latter never met Fourze before evolving. After that, all the rest Horoscopes came to existence because of what the bad guys themselves did in Kyoto. So at the end of the day, Fourze didn't really do anything for Gamou's plan until the very last episode when he stopped it.

IIRC, the Dark Energy gathering around Kamonagawa (SP?) was partly due to Fourze fighting the previous Zodiarts enough to turn to Last One. The Dark Energy gathered eventually made it easier for the Horoscopes to be born.

Also Gamou was not sure himself how to turn unwary kids into Horoscopes. It was Fourze's meddling that showed the way through trial and error.
 
And honestly, is it so bad if Gamou just misjudged? Gamou's the main villain, and to some extent, being wrong is intrinsic to him. In a hero/villain conflict, the villain usually stands for a flawed worldview, and the hero for a better way. Gamou's view of the world was completely self-centered, while Gentaro valued loving others above all else. It's natural for Gamou to underestimate what Gentaro's philosophy can accomplish, by literally underestimating how much Fourze is ultimately going to matter.
