I haven't seen too many series yet, but here's my list:
Best:
1) Zeronos - I find Yuuto's personality more interesting than Ryoutaro's, and his suit is much cooler.
2) DiEnd - Sorry, but I am not a fan of Tsukasa's. Having Daiki around to be a dick to him and troll him was awesome.
3) Meteor - Ryusei saved the show for me. I was utterly bored, and debating dropping the series, until he showed up.
Worst:
1) Za Bee (through episode 19) - The bearers come and go, and none of them have I been interested in so far. Other than the tag-along guy who I know gets Gattack later, they've all been boring and only lasted an episode or two anyway (note that episode 19 is where I'm at in the series).
2) Birth (Date) - I just couldn't get interested in him. Not too interested in characters that are super gung-ho, either.
3) Drake - While I find the Rider interesting, whatever-his-name-is who uses it alternates between boring me and annoying me. Evidenced by the fact that I don't even remember his name.
Neutral:
1) Accel - I don't particularly like Terui, but I don't dislike him, either. I'm just completely neutral about him.
2) Kuuga (Decade) - He wasn't bad, and had potential, but they wasted it by making him the butt-monkey of the series.
3) Birth (Goto) - I actually kinda liked his character, but when he wasn't Birth.
I do find it interesting, that of my 3 favorite secondaries, all three are from series where I am either neutral (Den-O, Decade) or actively dislike (Fourze) the main rider. And I'm neutral toward the secondary for my favorite (W). If it weren't for OOO, where I'm not particularly favorable to any of the 3 riders, or Kabuto, where I'm waiting for enough backstory to make real decisions on the characters, I'd assume that I'm pre-disposed to like either the main or secondary, and dislike the other.
