which is the best dinosaur sentai so far

13 episodes of Kyoryuger have aired so far, about a fourth of the series.
In your opinion, of the three dinosaur themed sentai series, which is the best, BASED ON THE FIRST 13 EPISODES (no Abarekiller, no Dragonranger stuff; only the first 13 episodes of Zyuranger and Abaranger must be taken into account)

That's easy. Abaranger. I loved the core trio a lot, as well as Asuka and even the support cast. They all got a proper amount of spot light and were all immediately well fleshed out. They were all very interesting and played by good actors. Also, Jeanne and Gileton are a couple of the best dino sentai villains ever. The Bakuryuu are also probably the best partner mechs in a sentai to date. They all have unique personalities and close bonds with the Abarangers that are quickly established, while being played by very good voice actors. And the show at this point presented us with some pretty unique interesting storylines never before seen in Sentai, like Asuka and him losing his wife Mahoro. Or Ryouga being a hero who's a father figure to a girl. And the concept of Dino Guts I thought was very unique and the most well utilized concept of all three dino sentai.

Going by just the start of the series it would be Juuden. But since it is not over yet, I am going Zyu. I loved Zyuranger. Aba was ok, but I didn't really like the 3 main rangers. Red was boring. Blue was a cliche, and yellow was just eye candy with nothing much else to her.

I don't quite know how you can say that about the characters because I never felt that way. Ryouga is Nossan before Nossan, Ryouga is a father and a superhero at the same time I don't know how that is boring I would consider that very interesting, Yukito cliche? how do we define cliche because I can call every character a cliche if I wanted to but it is about performance and execution and with AbareBlue he is executed well as the jerk with the heart of gold and he works well with everyone, Ranru...sure she is eye candy but she can also kick your ass and is a mechanical junkie, she has a strong presence in the show and I couldn't really say she is unlikable. In fact all three of them I root for and all three work so well together they have strong chemistry and Asuka only improves the show so much. For crying out loud Asuka don't need no Mecha he can kill a giant monster all by himself that is how badass he is. Asuka is a great character who he and his story only improves the overall feel of Abaranger and freaking Mahoro and Jannu is amazing she kicks everyone's ass and is a badass doing it. Her and Asuka's story is very interesting and is handled outstandingly better than in Jetman with Ryu and Maria. The supporting cast too is strong with Mai, Ryouga who I think does a good job at well being a kid and Emiri unofficial AbarePink who I think we can relate to in way, we all want to be a hero and though we may not be strong enough we still try our best to be a hero like Emiri. Ryunnosuke just a cool guy, he maybe old but damn it he is so awesome and helpful just like Mai and Emiri. Also like what Fantasy Leader said the Bakuryuu are great too, they are just as much characters as our human characters and their voice actors do a great job adding personality and flavor to the Bakuryuu (know your shame Go-Onger). And just from the first 13 episodes I can say Abaranger because of an incredibly strong premiere, story and character growth, and the world building. Dino Guts is Awesome and Abaranger is awesome as well...I just ranted didn't I lol.

The villains were also a bore in Abaranger. The only one with any character was Killer, and he was your standard over the top psycho right until they neutered him.
