It depends on what the season aims to do. The issue with SPD was that it tried to have a season-long plotline but didn't do much with the various elements it introduced or with its characters. If all those filler eps had a few more plot-references and better character development, I don't think people would've complained about it so much.
Dekaranger on the other hand, was what it was: the 'Law and Order' of Sentai. People who complain about the amount of 'fillers' in that series missed the whole point imo.
I can see why some people didn't like it, but I find it hard to complain when Sentai alters its formula in a way that I get behind.
