I love Ninja Storm and I actually like the Thunders.
That said, Tendou and Kagami would obliterate Hunter and Blake.
Hell, Kagami could punk them both out by himself while Tendou cooks up the after-funeral dinner.

Anyway, it's definitely the riders. Though the Thunders have more weapons and a Megazord.
Sure, Riders could clock up. But that might not be enough for them to destroy the Thunders in time before they summon the zords.
