Well...Orphenochs and Fangires managed to become Riders.

The Undeads were limited only to the Royals being human. You also forgot about mentioning the Makamou and Worms as well.

The Douji and Hime Makamou, and all related superiors, have human forms. The Worms/Natives disguise themselves as the people they kill or otherwise subdue.
