IMHO, the best Ninja Turtles-anything was was Kevin Eastman and Peter Laird's original run in the Mirage comics. (Even before the cartoon came out, my younger brother-in-law showed me some issues of it from his comic collection, and I was impressed! When I saw it again later on, I was even more impressed that it was based on a dark, violent indie comic!)
I also remember the many imitations that came out when it was popular in the indie comic scene!
Adolescent Radioactive Black-Belt Hamsters,
Pre-Teen Dirty-Gene Kung Fu Kangaroos, etc. I also read Dark Horse's
Boris the Bear, in which the title character brutally slays parodies of the Turtles!
I learned that
TMNT was simply Kevin Eastman's funding for his artsy-fartsy "real" ambitions (leading to his being the editor for
Heavy Metal). Which is why Laird was more active with the franchise!
Now, for adaptation breakdown:
The 1987 cartoon series was good for its time. (Toei worked on some of it, especially the original opening.) Of the three movies, the first (one of the last films by Jim Henson) was easily the best, the second was okay, and the third was the weakest of the three, and killed the franchise. Saban's series didn't help any. The 4Kids series more than made up for it. I've only seen part of the Imagi film, but it was pretty good!
And then, Nickelodeon bought it...
