But your forgetting one thing though, Wolzard or Blagel was possesed by N.Ma at the time and his wife, Miyuki/Magi Mother used one of her snowflake feathers on the scar on his left lower rib cage of his armor to awaken a fragment of his soul within N.Ma's mind-control. So, yeah he did came close to being an actual evil Sentai warrior. But for the others, Burai, The Kasumi Bros. Nakadai-sensei, and Rio and Mele. They were already evil by choice until the decided to side with the other Sentai "heroes".
