It's heavily implied that Riku Kagami gave them to Yaguruma. Mishima accuses him of doing just that and he just stays in silence. A direct reason for that action or why they seemed to be unknown to other Zecter members is never explained.

They... just lived like humans? There was the whole bit in the ending where some converted natives return to human form and stop fighting.

Okay, that's how they got into the hands of Yaguruma. The questions remain of how he got the developed when the lab was not only under lock and key but also being used BY the natives in the Dark Kabuto experiments actively, why they don't have cast-off armor, and why they don't seem to go berserk.

And is "they just lived like humans" really an adequate explanation? From the beginning of Kabuto to the end, the reality of Worms living amongst humans was the primary source of conflict...and now you've got a bunch of converted humans with the ability to mimic and that's allowed to just dangle?

Come on, that one at least is definitely a dangling thread.

I thought Natives turning to live like humans was a good solution, since they WERE living like humans for the past 35 years. They aren't as harmful as the worms that came with the second meteorite, and those were all whipped out.

I think Hiyori and Tsurugi's individual stories should have been powerful enough to show that maybe, Worms and humans can co-exist.

I just thought the annihilation of all Worms in that episode was so poorly filmed and rushed, as well as the ending and the whole "Natives gave up and want to live as human" should have been played out wayyyy before, and not just be concluded in one damn episode.

Kabuto has a lot of implied scenes, off screen moments, which is exactly what made it and Kiva unimpressive. They both could have really been something, and instead all they pulled off was showing us moments that the director/writer thought to be cool or funny. Instead, they weren't as important as scenes such as Yaguruma obtaining the Zector. However, I remember that scene with Riku burning the blueprints to the Hopper Zectors. By that logic, I'm going to assume that the Hoppers were probably the first Prototype Zectors, as a reference to Ichigo and Nigo. Riku probably brought them out to plan it to be a game changer, but then again, it didn't really contribute much to the story.

The biggest headache about Kiva though, was when they had Otoya's spirit posses Wataru. I was expecting some return to that, but after that episode, nothing else made it fun, especially Mio's entrance sucked the life out of it. Taiga made it a little better, but even by then, he was just another pawn in the story that made it too complicated.

Why can't have they been made alongside the other Zecters? Riku and the natives that mimicked Tendo's parents were working on them personally in the beginning. Either way, the order they were built compared to the others is a role, but it seems like asking about the order the Advent Decks were made. The actual hole is that we don't know why they were some kind of secret unknown even to Zect members.

Anyway, rather than Cast off, they can change forms from Kick to Punch, although that feature was never used in the tv show, likely because they decided to go with two Hoppers in the end, rather than just one like in the concept drawings for the series.

Regarding becoming berserker, they never tried to constantly protect a worm, which was what triggered the red shoes system for Kabuto and Gattack.

Worms mimicked people and then proceeded to do killings based on personal patterns -some not even killing the actual mimicked person. The problem wasn't just their abilities. The series never really pushed forward the idea that living with them would be impossible due to their abilities- even though it could have been a significant point too. It was impossible because they had killing instincts that led them to killing other people for no reason. The abilities just made them more dangerous.

That's even more obvious with the natives. After a certain point, everyone seems to be just fine working alongside them. It only becomes a problem when their plans come to light, but before that, the idea seems to be accepted by everyone and the possibility of misusing their abilities for personal reasons is never brought up.

Now, like you mention there, the problem of seemingly "normal" people with mimicry abilities is an issue that's never addressed and could have been explored, but the show never brought it up in that sense in the first place.

Oh snap, talk about dangling plot threads. That one is a biggie that I'd almost forgotten about.

Thought for sure he was trapped in the Bloody Rose or Wataru is somehow a reincarnation or...ya know, SOMETHING. But nope.

Decade. Absolutely everything in it. What happened after Kaito shot Tsukasa? Who the hell is Narutaki? Why was the K-Touch in the Negative World? Talking about the Negative World, what happened to Otoya? Why did G Den-O have another K-Touch for Kaito?

The way I interpreted it, that was DiEnd activating Final Form Ride for Decade in the finale of the followup film. But as that followup film didn't seem to continue in any other way from the show's finale....yeah Decade's a mess.

That scene doesn't exist in the second version of the final episode. All your other questions can't really be answered...

Although "what happened to Otoya?" is kind of pointless. The story of the Nega World continued after Decade left, just like every other world, aside from maybe Kuuga's, we just never saw it due to how the show worked.
