So if hibiki wasn't supposed to be a kamen rider series what was supposed to be the kamen rider series during that time?

They obviously didn't have an official plan set in stone. That would result in a lot of wasted money. They saw Hibiki, thought that would make a good and original Rider series, and made it Rider.

Hibiki was never meant to be a KR series, but because of a bunch of people's stupid complains, they pasted the "Kamen Rider" onto the title card.

Hibiki was supposed to be Ongeki something Hibiki and that should takeover from Kamen Rider.
