Why must they fight against each other?!
Toei always needs to wank off to their newest characters. Just look at Decade. "No one can ever beat Decade ever."

Maybe not against each other, but it would be a little embarassing if one group looks ineffectual compared to the other. It's not impossible for a character to be useful despite their lower power level (see: American super hero teams, I guess), but I'm not sure a Toei/Tsuburaya collab would pull that off too well. Why must they fight against each other?!
Giants in the Rider-verse have the power of size. That's the power. Ultra characters are generally cosmic-level with or without size. There'll even be moments such as Ultraseven 21, at human size, smashing through brick and steel doors with ease. Or when Tiga fought human-sized enemies, and one, not even fully focused, kick sent a Raybeak Seijin soaring. Right afterwards, Tiga flew through brick walls like it was nothing.
Or even to go classic, the original Ultraman rearranged an entire system of stars, and took a hydrogen bomb straight on with no apparent damage.
Have Godzilla monsters team up with Reinoyxes. Toho already has a "Reionyx Burst Godzilla", anyway. Not me, I'm holding out for an official Ultraman X Godzilla crossover. Hopefully it can end with Godzilla not being sliced into millions of pieces.
Even though we are in the world of endless possibilities, it would just seem weird that a Earth-based organisation would suddenly have the power to cross into another dimension and brainwash a group of God-like beings.
WHY would they even bother with such a plan, when they could just build mecha?
It would not even make any any sense for the Ultras to fight other heroes.
Even the more "edgy" ones such as Agul and Hikari would never go into a random fight with someone that they didn't see as a threat.
It was more like "I have business to do. If you get in the way, you might get killed"
They are beings of light that represent the hope of humanity. Turning them into typical Rider-characters that would get into fights for no reason would be completely out of character for them.
You forget there are possibilities with robot dopplegangers(Robot Ultraseven) or imitators(Zarab-Seijin) attacking Riders and Sentai, and when the real deal come along, the mojority of would be the Ultras trying to clear thier names.
I don't want Yonemura anywhere NEAR Ultraman.
