Saban, whom Jack talks about extensively in a personal way to the point one would assume there life long friends, didnt dump his bible. The interviews make that quite clear. People added TO it, and more likely had Jack's contribution to thank for the map they were given from the beggining rather than write one from scratch.
Not everyone involved in anything is going to remember certain people. That's a fact of Hollywood, fair or not. You have to be part of that world in order to truley understand it. X will not credit Y if it's closer to Z for an indefinate period of time
Obviously most of the production team that stayed for four to five years and bonded like a family as they extended the series beyond it's original intent will forget details because someone really didnt do a whole lot beyond naming names and doolding characters. Jack makes it very clear he wrote the bible and moved on afterwards, he wasnt around for the bonding, the family, or the success of the show.
Yeah, he likely didnt "create/create" PR, but that's been an ongoing thing for years. Like Doctor Who, where one could say Syndey Newman, Verity Lambert, David Whitiker, Terry Nation, Terrance Dicks, Robert Holmes, Eric Saward, and Andrew Cartmel created the series, PR was created over time by Haim, Jake, Shuki, Doug, Cheryl, Tony, Scott, Judd, and Jackie.
