I don't think the discussion is useless. Unless you think that everything people talk about here is useless. What japanese people see but comes from outside has nothing to do with what is produced for internal market.
And about the "outer space locations" issue, in Doctor Who's former head writer and executive producer Russell T. Davies, said that they were forced to place the bulk of the episodes on Earh, as the ones set on other planets had the lowest raitings. Maybe there's something similar going on in Japan's series as well.

Even if you could come up with a dozen examples of exceptions, that doesn't make less evident the fact that the most part of sci-fi shows, and toku shows in particular, are Earth-centered.
