Trust me once they update there last firmware for the ps3 you going to see a a lot more isos and homebrews since sonys mean focus is the ps4.
Firmwares aren't the problem. All firmwares get hacked instantly, and lazy people can just stick to the one and have "multiman" patch the games to work on their version (I had to spoof my 4.40 to 4.41 for Tales of Xillia today... not even considering 4.46 yet... ) of firmware.
The thing Sony can do (and already did) are as follows:
a) Prevent launching software that uses leaked codes and allows to install unsigned code. Done since 3.56.
b) update security on hardware level. Done with some ps3's that have factory 3.56 and higher and thus cannot be downgraded lower AND done with newer ps3 that have even further security.
what Sony cannot do:
a) retroactively block all consoles that can be downgraded to 3.55, or have never been upgraded beyond it to anything official, from installing all the unsigned code and modified firmware, thus preventing peek&poke that allows the launch of downloaded copies of games.
b) drop support for all ps3 with factory firmware of 3.55 and lower. As I've mentioned, newer consoles cannot really be used for piracy, but older ones aren't going anywhere and you can't just say "we officially drop any support for any ps3's bought before such and such date. If you have such a console you have to buy a newer unit, since you won't be able to play new games". That would be ridiculous.
There are already plenty of homebrews and stuff as it is.
Wait, what the point of this conversation? I lost my train of thought. The point i was making is that ps3 is nowhere near piracy proof, but I still ended up admitting that psp and wii are easier in that regard and niche games would be affected by that.
