Street Fighter IV - 2D, 3D.... or 2.5D?

I would be willing to bet it's gonna be 2.5d. Super-stylized 3D characters with 2D gameplay, probably using the smoky-ink effects from the video. I think there will be scripted cinematic animations for certain combos and moves to make them look really flashy like that combo-throw-counter thing in the video.

Capcom wants this to be big and there's just no way a traditional 2D game will be big with a mainstream audience. If it was 2D, it would have to be hi-res art like Arc System Works' games with better animation than SF3 and that's prohibitively expensive, not to mention time-consuming. Are any of Capcom's great artists even part of the company anymore? I think a lot of them went freelance. Even their latest 2D arcade game, that Sengoku Basara fighter, was a collaboration between them and Arc System. I just can't see Capcom shelling out the money for a 2D game like that even though it would be absolutely awesome.
 
I'd say it's going to be either 2.5d or full 3D.

Reasons for the former are it's a good compromise between all parties. I think it's obvious that Capcom USA (which I suspect has most control over the series) wants to do 3D but CoJ wants to stick with 2D.

And I think they maybe onto something the speculation on returning of Custom Combos, hopefully better balanced then in previous incarnations.
 
3D graphics, 2D gameplay.
Looks really detailed and I think captures the look pretty well. I was hoping for the inky effect, but at least it seems to have a nice subtle cell-shaded look.

Numbers are supposed to be impressive, right? Well, it's been 10 years, two hardware generations, and about seventeen thousand rumors since the last pure number Street Fighter came around. And today we have the first ever official details on Street Fighter IV.

We don't blame you if your eyes have already skipped down to the screenshot lower on the page (yes, that's from the game engine). Take your time. But we've got some information as well, so the rest of this is probably worth reading when you get a chance.

Though the screenshot doesn't answer this question outright, we can confirm that the game's graphics are polygonal but the gameplay is strictly 2D. There will be new moves, locations, and gameplay features, while the standard six button control scheme remains. Ryu and Ken return along with Chun-Li and Dhalsim, but beyond that the character roster is a mystery. And then there's the issue of what platform(s) the game will end up on, which at this point Capcom is keeping close to its chest (if you search 1UP's database, you'll find listings for arcade, PlayStation 3 and Xbox 360 versions, but those are just guesses based on the graphical quality).
