Something I noticed while rewatching Decade

As I was rewatching Decade, I noticed in the world of Ryuki arc we didn't see a picture of Ohja or of Ryuga (I'm going by memory so I could be mistaken), When Daiki finds the Orga Belt there is also a Delta and Psyga Belt but no Kaixa Belt, and when We're in ZECT we can see the Sasword and Drake Zecters are seemingly in development, but no Hopper Zecters (I know there are 4 other Zecters as well but there not to my point).

Now then, the original Riders that Narutaki summoned were the Hoppers, Kaixa, Ryuga and Ohja.

What do you think? Coincidence, Intentional, some hint at the nature of the AR worlds, what are your thoughts
 
I think it might be intentional, but just in the "they're already getting big cameos, so no need to appear again" way.

In the tv series itself, Diend never summoned any of those Riders (but he summons some in the Den-O movies). Delta and Tiger are shown in the world that the Hoppers go to after their brief battle in the Kuuga arc, but there were a Tiger and a Delta belt afterwards, in different worlds, so I don't think it was ever intended to exist only one of each Rider among all of Decade's universes.
 
I'm willing to believe it's more than just coincidence. But what does it all mean? Is this suppose to be some fact that changes how we see Decade? Because it seems Narutaki saving those Riders for himself seems like just a random detail. I don't see how contributes to the plot.
