I would say it's more like Marine General Kouga.

I'm guessing it's an extra hidden character after you beat the game. Like Sagittarius Seiya and Gold Ophiuchus Shaina were in the PS2 games.

It looks the most similar to Poseidon's Scales.

Yeah, I thought it was to match up with Odin Seiya (which actually appeared in the anime), though in the PS3 game he was DLC instead of unlockable.
