I think Dark Kabuto meant that having more episodes would give us time to flush out Decade's origin story better and maybe put to rest some of the things that were never answered. Like when Kaito first appeared and he kept asking Tsukasa if he had some food yet (the name of the food excapes me right now...). That's something that never got fully addressed. Heck, with more episodes, we could have gotten an origin story that actually MADE SENSE.

All Riders vs. DaiShocker was apparently suppose to accomplish that purpose.

But after seeing that movie, Tsukasa's origins still have some holes that needed to be filled. Like how he became associated with DaiShocker (the movie says "why he joins them"), how was the DecaDriver truly created, how Tsuikage became their butler and Shadowmoon, etc.

If anything, more episodes prolly would have filled in those gaps........and all those "origin flashbacks" from the All Riders movie would have just been references instead of "Tsukasa's origin story."
