In my opinion, it would be Zolda. For he has shown to be quite adaptive with his arsenal. Zolda would out spam Psyga, the only problem Zolda may worry about is being taken up into the air, but other than that, it is pretty close match up.

I go with my most favorite Heisei Kamen Rider, Psyga.

He can fly in the air and might deliver a COBALT SMASH at Zolda long before he could use final vent.

The only problem Zolda would have is if he has to do any close range fighting with Psyga...

My pick is not very informed, I only saw Psyga in Decade (Getting shot down), and Zolda/Torque in KRDK and Decade.
