Possible evidence of a retcon in Drive?

Spoilers here for some Special Mission stuff as well as the series! Y'all have been warned. For anything that hasn't been out and subtitled yet, I would ask that people use spoiler tags though, but yeah.

So I'm watching Type TOKUJO/SCU 2, and the explanation Krim gives for how the Roidmudes were created... really seems to conflict with what we saw in the in-series flashbacks, particularly those of Heart, Brain, and the others? It also, unless the subs are off, says the leader Roidmudes actually created the other Roidmudes, which seems to flat out contradict how Heart was lamenting they were the last ones left towards the end of Drive? Since, based on this explanation, it seems like they could've just made more.

It's also possible I'm just misunderstanding the Special Mission explanation, though, so feel free to point that out.
 
The story about the Roidmudes originating from the Internet was actually mentioned early in the series and it does seem to clash a bit about what was shown near the ending of the tv show, since we see multiple physical shells in Banno's lab, and it seemed like they could only create more bodies with Medic's help in the beginning, rather than using internet data.

However, note that Mr.Belt mentions that "they took their malicious Cores and created 108 Roidmudes". It doesn't mention that they created the other Cores of the Roidmudes. Creating the Roidmudes, in that sense, seems to be more about their physical shells or awakening them and making them join their crusade (since that speech makes it sound like they called themselves "Roidmudes" and were originally just "Androids"). So, they wouldn't be able to create more Roidmudes by the end of the tv show since there'd be no more cores.
 
I've not watched tokujou 2 yet
but wasn't the internet just a means for the Roidmude to move around the world and search for a human to copy? So the humans made an assumption that the Roidmude originated from the internet?
