I would say Piece, because there can be so damned many of him if he pleases.

Granted, this is assuming Kodama and Watari are in the Shibuya Simulation. Outside of it Piece just doesn't exist, so that'd have to be the case.

I would also say Piece, one of the most amusing characters ever. Especially toward the end of Sh15uya, when they started being eccentric and hilarious.
