The city is in a wrong area for one because the soil is above a water table , and second ,they've known this since they came here. They should've used the same method the Venicians did when making their city , using closely inserted wooden piles to hold up the buildings. That would have kept the city ok for a bit because the wood would petrify, becoming a stone like structure, but I'm not sure if that's the case with New Orleans ,though.
I feel sorry for them alot, but it was not just the president's fault, even if he's the 75% of it . The current infrastructure needs to be improved . Couldn't they move the city to sturdier ground?
