I think Hurricaneger is a great season, and one of my top 5 favorites. It's not perfect but I love the story. Hurricaneger does admittedly have its own silly moments, but so does just about every Sentai out there, especially the post-Timeranger Sentais. I also think that a lot of Hurricaneger's humor gets lost in the mediocre HK subs. Also, Hurricaneger does get much darker, especially focusing around the Gouraijer's backstories and the last 12 episodes. I love all the plots of Hurricaneger, particularly the character's backstories as well as the mystery of "that."
As far as the characters I think 5 of the 6 Hurricaneger characters are really cool. The Gouraijers and Shurikenger are badass no doubt, but that's not what makes them great. For me what makes them great is their backstories. The Gouraijers having to deal with their father and their slow development from originally siding with the Jakanja and growing as human beings was particularly well done. I felt their arc as the bad guys was done better than say, the Green with Evil arc in MMPR. Shurikenger's a hilarious yet tragic character. Because he was such a likable character you could really feel for his character with his sacrifice and backstory with Gozen-Sama. Speaking of Gozen-Sama, I also love Gozen-Sama's mystery and backstory. Among the three original Hurricangers I think Nanami is an overrated character due to Nao Nagasawa's attractiveness. However, I still think Nanami was a solid character. She was tough at times, had a likable personality, and has a nice singing voice. Kouta is the smart one of the group, and I liked his development with his sister and grandmother. Yousuke is the week character of the group, mostly because the actor overacts through two-thirds of the series. However, I think his acting does get better towards the end and I did like his inter-squad rivalry with Ikkou.
This isn't to say that Hurricaneger isn't without flaws. As mentioned above, Yousuke's acting is erratic, and then about half of the villains are weak. Tao Zanto doesn't really do anything himself, but if I had to chose between main villains I'd take him over Oil Giles because I do like the character's voice acting. Nothing good really comes out of Chuuzubo, and I felt his defeat happened too early in the series. The two female villains, Wendinu and Furabijo weren't very appealing. Wendinu doesn't really do much and at times whines too much about her make-up. On the other hand Furabijo's acting isn't all that good. However, the other villains were pretty solid. My favorite was Manmaruba. He was dark, menacing, and badass. I felt that when he was revived, it added some more to the development between the Gouraijers and the Hurricanegers. Satarakura was funny and quite clever, although most of his jokes get lost due to the bad HK subs. Sandaru was much like Manmaruba, dark and menacing, though for me he wasn't quite as imposing as Manmaruba was. Though I think he added another element to the villains since he had his own ambitions. It was a little dissapointing, however, that he was there for only 13 episodes. Sargain was just ok. Not really that good but not really that bad either. Overall I think Hurricaneger's weakness is the villains, but they're not all that bad and I would take them over the Zangyack at this point. However, I don't think the villain's weakness takes away too much from the show, and I think there's a lot more to like about Hurricaneger.
