For the Pads, I'd try Bestbuy. Most people bought theirs online or at a specialty store, so sometimes you'll get lucky.

The Stick? Part of the reason MvC2 was rumored was because there was a listing for a MvC2 FightStick. So we may get a rebranded rerelease. Otherwise, they are still shipping in limited quantities, and there's always ebay. You might get lucky.

Fighting sticks are easy, No one in town really wants them b/c ToysRUs is so damned expensive, and we just got a few of the pads in today at a local store, so who knows.

If you're willing to pony up the 100+ clams, the Street Fighter IV tournament arcade stick is a must have.

Mad Catz has had quality issues in the past, but they got it right this time.
